Where removal is required, Lilquest Asbestos management have the infrastructure and expertise to accommodate both small and large projects as one of the leading independent contractors in the region.

Lilquest apply the most effective and safe techniques for asbestos removal, supported by detailed method statements and risk assessments designed to ensure best industry practice at all times. We have experience and dedicated staff and labour who are supervised to deliver a safe and quality service.

All projects are managed within industry legislation, approved codes of practice and HSE guidance notes. Rigorous audits ensure all quality control procedures are maintained by both internally and by external independent organisations.

Lilquest are fully licensed contractors, who operate a licensed transfer station in the South East, under Environment Agency guidelines. We have our own designation hazardous transfer station in Sheffield. (photos and detail to be added later)

Surveys

In line with current legislation and approved codes of practice, Lilquest Asbestos Management can provide surveys in order to help a business or organisation become legal and safe. We have preferred and recommended partners who hold UKAS accreditation which we organise to carry out asbestos surveys. We are able to assist you with the management or removal of asbestos and provide a free advice, recommendations and competitive quotation.

There are three types of survey which can be undertaken the result of which is the issuing of a comprehensive report which details suspected or identified Asbestos Containing Materials (ACMs). The report also contains recommendations on how those materials should be managed and is the ideal starting point by which an organisation can meet legal requirements.

Type 1 Survey

Also known as a presumptive survey, the locations of suspected asbestos within a building are documented and registered. However, because no sampling occurs there is a possibility that materials that do not contain asbestos are managed as if they do, making it a less accurate form of surveying.

Type 2 Survey

A type 2 or standard sampling or non destructive survey expands further from a type 1 survey by sampling and identifying materials through analysis and is the most commonly undertaken type of survey.

Type 3 Survey

The type 3 or destructive / pre-demolition / major refurbishment survey requires a thorough investigation of all materials within the building. This must be undertaken before any demolition or refurbishment work is carried out on a building, in order to prevent the uncontrolled spread of asbestos materials.

The duty-holder, building owner, employer and surveyor need to be clear on the type of survey needed, where the survey is needed, and what records should result.

Management survey

The Management Survey is required to manage ACM during the normal occupation and use of premises. The duty-holder can make a Management Survey where the premises are simple and straightforward, otherwise a surveyor is needed.

A Management Survey aims to ensure that:

  1. 1.nobody is harmed by the continuing presence of ACM in the premises or equipment;
  2. 2.that the ACM remain in good condition; and
  3. 3.that nobody disturbs it accidentally

The Survey must locate ACM that could be damaged or disturbed by normal activities, by foreseeable maintenance, or by installing new equipment. It involves minor intrusion and minor asbestos disturbance to make a Materials Assessment. This shows the ability of ACM, if disturbed, to release fibres into the air. It guides the client, eg in prioritising any remedial work.

Refurbishment / demolition survey

The refurbishment / demolition Survey is required where the premises, or part of it, needs upgrading, refurbishing or demolishing. The Survey does not need a record of the ACM condition. Normally, a surveyor is needed for refurbishment / demolition Surveys.

A refurbishment / demolition Survey aims to ensure that:

  1. 1.nobody will be harmed by work on ACM in the premises or equipment;
  2. 2.such work will be done by the right contractor in the right way

The Survey must locate and identify all ACM before any structural work begins at a stated location or on stated equipment at the premises. It involves destructive inspection and asbestos disturbance. The area surveyed must be vacated, and certified 'fit for reoccupation' after the survey.

Asbestos Register

The findings of the Asbestos Surveys need to be collected to develop an Asbestos Register – the foundation for implementing an Action Plan. The purpose of the plan is to provide a system to manage any known or presumed asbestos, so that any potential danger is controlled, and any risks are kept to a minimum.

The Action Plan will comprise:

  • Asbestos Register
  • Risk Assessments for individual Asbestos Containing Materials (ACM’s) present in the building
  • CAD plans of each property
  • Management regime, to ensure that the condition of each ACM is maintained in a safe condition and regularly reviewed / monitored
  • Current usage, and potential changes – In role of a property, or following any asbestos removal works

Lilquest Asbestos Management have a consultancy team dedicated to producing cost effective plans relating directly to your needs. Each are developed in close consultation, so the detailed procedures developed are practical, and also ensure asbestos is managed in accordance with current regulations.

The Action Plan will be tailored to dovetail with existing Health & Safety documentation or policies. Distribution of the procedures will follow in-house procedures or a permit-to-work system that may be already employed.

Our business model is unique in the Asbestos Industry as we offer a service which is based on independently representing the interest of the client has our key objective. We are measured by the value we bring to the client in terms of safety, programme and cost.

The scope of service we provide validates and challenges, HSE legislative compliance, performance and service level of all responsible parties in relation to Asbestos management including the duty holder, employer, principle contractor, CDM co-ordinator, Asbestos surveyor, Asbestos removal contractor and analyst.

It was estimated by our clients procurement consultant that appointing an experienced Asbestos manager to work in conjunction with cost management and procurement as a team, saved them approximately £2,000,000 through various initiatives, negotiations, tendering, cost analysis, performance management, mitigating discovery and delivering programme and cost certainty.

As you may have experienced there are many challenges during Asbestos projects in terms of health and safety compliance, programme certainty and cost value. These can be due to internal issues with a lack of knowledge and experience of Asbestos management or poor performance of appointed contractors and consultants.

Asbestos Training

We can provide Asbestos awareness training courses, which are a valuable tool in reducing the likelihood that trades and maintenance staff will unknowingly or accidentally damage asbestos materials in the work environment. In addition the training provides the essential information and knowledge that management staff require to handle asbestos related issues that arise as part of their normal work activities.

Regulation 10 CAR 2006 (Information, instruction and training) states that asbestos awareness training is required to be given to employees whose work could foreseeably expose them to asbestos. In particular, it should be given to all demolition workers and those who work in refurbishment, maintenance and allied trades where it is foreseeable that their work will disturb the fabric of the building because ACMs may become exposed during their work.

More about the Asbestos Awareness Training

We recommend the Asbestos Awareness Training for all trade staff liable to disturb asbestos as part of their work activities i.e. maintenance staff, builders, plumbers, electricians, IT installation engineers etc. In addition this training is valuable for staff that deal with enquiries, manage other trades staff, and those who plan projects. It is also worth considering all those who are involved in the procurement of services or may instruct people to carry out works that may lead to disturbance of asbestos materials.

Awareness training sessions are typically a session of 3 hours in duration covering typical core subjects, which can be easily customised specifically for your needs.

Please see attached typical course programme. We would advise an audience size of a maximum of 15 delegates in order to optimise the effectiveness of the training.
